On April 9th, in the framework of HSE XVI April International Academic Conference on Economic and Social Development, National Research University – Higher School of Economics organised session “Instruments of State Policy Supporting Cross-border Cooperation in Research, Education and Innovation - Country Examples”.
The session was organised by HSE Institute for Statistical Studies and Economics of Knowledge as part of the Workshop on Cross-border Cooperation in the Knowledge Triangle (Research, Education and Innovation) under the Aegis of the OECD Working Group on Innovation and Technology Policy (TIP).
The session featured presentations on instruments of state policy supporting cross-border cooperation in research, education and innovation of Russia and foreign countries and on identifying priorities of Russia's Science and Technology (S&T) cooperation. The event also included a round table, whose participants discussed a broad array of issues, including the following:
- Thematic priority setting for international S&T cooperation;
- Forecasting and planning international S&T collaboration with different countries (roadmapping, joint programming, joint projects planning);
- Funding joint S&T projects;
- Instruments and mechanisms of organizing joint calls and providing expertise of joint project proposals;
- Intellectual Property Rights (IPR) distribution;
- Overcoming fragmentation and redundance of scientific research in your country - inter-agency coordination;
- Preventing brain drain.
Workshop participants included representatives of government authorities, foreign embassies in Russia, Delegation of the European Union to the Russian Federation, leading research and educational centers of the world, Russian and international funding agencies, and others.
