In 2013, Resolution No. 211 was adopted “On measures of state support of the leading universities of the Russian Federation in order to increase their competitiveness among the world's leading scientific and educational centers” (recent changes were made on November 15, 2017 No. 1382).

It was decided until 2021 to allocate the federal budget about 86 billion rubles provided by the Russian Ministry of Science and Higher Education to leading universities in order to increase their competitiveness among the world's leading research and educational centers. The winners of the competition were 21 universities in Russia.

The universities’ Programmes of Competitiveness include the following activities:

a) recruitment of managers and executive officers with working experience in leading foreign and Russian universities and scientific organizations;

b) attraction to universities young researchers and teachers with working experience at leading foreign and Russian universities and research organizations;

c) implementation of international and domestic academic mobility programmes;

d) improvement of postgraduate and doctoral studies;

e) introduction of new educational programmes in universities in partnership with leading foreign and Russian universities and scientific organizations;

f) attraction of foreign students to study at Russian universities, including through partnership educational programmes with foreign universities;

g) implementation of basic and applied research projects in cooperation with leading foreign researchers and high-tech companies.

Internationalization is one of the key conditions ensuring the competitiveness of a modern university. The significance and role of internationalization is rapidly increasing, and the implementation of appropriate strategies and transformations requires a growing professionalism of the university staff. The road maps of universities include activities aimed at implementing the university staff and students mobility and attracting leading foreign specialists to work on a long-term and short-term basis.
