ERA.Net RUS Plus is looking for independent experts to participate in the evaluation of its Joint Calls for Proposals.

Background
ERA.Net Rus Plus is looking for experienced scientists and researchers, who are interested in supporting the peer review of applications to be submitted in response to the recent ERA.Net RUS Plus Joint Calls for Proposals.

The ERA.Net RUS Plus is a FP7 initiative aiming at at promoting a unified European approach to collaborating with Russia in the fields of innovation and science & technology research. ERA.Net RUS Plus forms part of the 7th Framework Programme suite of European research initiatives, and boasts as primary objective the enhanced coordination of research programmes carried out at national or regional level in the EU Member States and Associated Countries to FP7 towards the target country Russia.

ERA.Net RUS Plus has published a Joint Call for proposals in the two funding lines ‘Innovation’ and ‘S&T’. Please read more on the ERA.Net RUS Plus website http://www.eranet-rus.eu/en/196.php.

The following topics are supported under the ERA.Net RUS Plus S&T call:
1. Nanotechnologies
• 1.1 Advanced nano-sensors for environment and health
• 1.2 Novel functional nanomaterials based on design and modelling
• 1.3 Nanomaterials for efficient lighting

2. Environment/climate change
• 2.1 Increasing the reliability of regional climate projections: models and measurement
• 2.2 Environmental impact and risk of raw materials extraction and transportation
• 2.3 Extreme climate events and their impact on the environment

3. Health
• 3.1 Molecular mechanisms of brain function and pathology
• 3.2 Regenerative medicine and biomaterials
• 3.3 Drug discovery for cancer, cardiovascular and infectious diseases

4. Social sciences and the humanities
• 4.1 Understanding conflict, identity, and memory: past and present
• 4.2 Demographic change, migration and migrants
• 4.3 Opportunities for and challenges to regional development and social cohesion

Countries that are participating in the ERA.Net RUS Plus Joint Calls are: Austria, Belgium, Estonia, Finland, France, Germany, Greece, Israel, Latvia, Moldova, Poland, Romania, Russia, Slovakia, Switzerland and Turkey.

1. Required Skills
In order to serve as evaluator in the call, you must have proven experience in one or more of the following areas or activities:
- Management or evaluation of S&T projects;
- International cooperation in science and technology; development of human resources;
- Use of the results of research and technological development projects;
- Technology transfer and innovation.

Appropriate skill in usage of the English language is mandatory.
Knowledge of and experience in European-Russian research collaboration is considered an advantage towards selection as evaluator.

2. Evaluation Framework
The tentative period for the evaluation of proposals is October 2014 - April 2015.

Pre-proposals and full proposals will be in English language and about 3 (pre-proposals) and 20 pages long (full proposals). We offer remuneration of 30 €/60 € for each evaluation (pre-proposals/full proposals).

Selected peer reviewers will receive access to an online evaluation system and to the respective documents. Evaluation will be remotely done, with no subsequent physical peer reviewers meeting.

3. Registration as evaluator
In order to become an evaluator for the ERA.Net RUS Plus Joint Call for Proposals, you need to register yourself in the EVAL-INCO 2.0 Database.
EVAL-INCO is a database of evaluators which is used to facilitate the assessment of proposals for research projects from transnational S&T calls.

Currently more than 6000 evaluators from more than 60 countries are registered in EVAL-INCO. It has already facilitated the implementation of numerous joint calls in regional ERA.Nets, i.e. BLACK SEA ERA.NET, ERA.NET RUS, SEE-ERA.NET PLUS and many others.

The EVAL-INCO 2.0 database is being maintained by the ERA.Net RUS Plus coordinator:
